The partners of the Law Office of Brule & Rooney, LLP, specialize in estate planning and business development.  The estate planning area includes traditional estate planning vehicles such as wills, living trusts, powers of attorney, and conservatorships, as well as more sophisticated vehicles such as charitable remainder trusts and other tax saving trusts, limited partnerships, and offshore vehicles, (where appropriate).  The business area includes formation of diverse business entities, expansion, merger, consolidation, and succession or dissolution.  The office also advises on all usual issues related to business operations including contracts, licensing, regulatory matters, maintenance issues, etc.   There is significant integration between the business development area of our practice and the estate planning area, since a major concern of most of our business clients is how to pass on the businesses they have built up over a life time. 

 David E. Brule, Esq. 

 

David E. Brule, the Senior partner of the firm, graduated San Diego State University with a degree in Economics.  He received his Juris Doctor degree in 1968 from California College of Law.  He has been actively practicing law in the Bay Area for over 30 years.  During his career he has held various governmental positions with the IRS and Treasury Department.  Mr. Brule spent five years as a Tax Attorney for the IRS in San Francisco.  He was a General Attorney (tax matters) for the United States Treasury Department when he was assigned to the Bureau of Alcohol, Tobacco and Firearms.  He was promoted within that agency to Regional Counsel for the Western United States.  During this time he was appointed as Special Assistant United States Attorney to prosecute sensitive cases.  He was also assigned to Washington D.C. as Acting Deputy Chief Counsel for the Bureau of Alcohol, Tobacco and Firearms for a period.  He ultimately rose to the position of Assistant Chief Counsel for that agency.  In private practice he has held positions as General Counsel and Special Counsel for both public and private companies in technology and service industries.  His background gives him a broad area of expertise in dealing with both estate planning and business development issues.  Because of his tax and governmental experience, as well as his involvement with the operations, sales of mergers of businesses of all sizes, he has a significant advantage in dealing with governmental agencies that regulate business.   This experience is also valuable in developing estate and business planning vehicles such as Corporations, LLC’s, trusts and offshore entities

Jeffrey J. Rooney
 

Jeffrey J. Rooney, the Managing Partner of the firm, has a broad range of business experience gained from forming and operating his own companies prior to entering full time law practice.  His business and estate practice emphasizes issues related to real estate matters as well as general corporate matters.  He generally approaches issues from a business person’s perspective because of his practical business experience.  He has handled a broad range of transactional, as well as litigation, matters related to real estate issues of all types.  His business practice often involves financial matters including financial planning, workouts and even bankruptcy planning.  In recent years he has developed special expertise in Board and Care and related elderly care businesses.  He is also significantly involved in business operational issues as well as sales, mergers and acquisitions of business.  In the estate planning area he is especially adept at business succession planning.  His undergraduate degree in philosophy is from Pepperdine University and his Juris Doctor degree was obtained in 1986 from the University of San Diego.
